William Ray Voisin, 89 of Rochester, IL died February 12 at Concordia Village in Springfield, IL. He married the former Barbara Steinhauer of Vandalia in 1958. He is survived by Barbara and their three children, Bret Voisin (Karen Pitcherello) of Orlando, Florida, Vicki Wiltsie of Rochester, and Carrie Miles of Rochester. In addition he had four grandchildren Bryce Voisin (Sarah), Jessica Kocurek (Kyle), Carli Hanlon (Zack), and Madison Miles along with five great grandchildren Jayce, Emma, Norah, Koe and Harlow.
A native of Brownstown, IL Voisin was raised by "foster" parents Joseph and Maggie Foster who arrived in Illinois in 1938 due to the oil boom in Fayette County. Following service in the United States Air Force, he joined Central Illinois Public Service Company (CIPS) in the utility's data processing unit in Springfield in 1960. In 1969 he joined the Public Relations Department as administrative assistant, a position he held until his promotion to public information supervisor there in 1975.
In 1979 Voisin was named assistant secretary/assistant treasurer in the utility's Treasury Department where he focused on investor relations and credit/collections. He later transferred to the utility's western division where he served as superintendent of Quincy Area Operations in Adams County.
In Quincy, he was a director of the Quincy Rotary Club and first vice president of the Quincy Industrial Association. He also was a member of that community's major business development effort, the Great River Economic Development Foundation.
Voisin returned to the CIPS corporate offices in Springfield in 1989 as vice president of public relations. Active in both civic and charitable affairs, Voisin served on the board of the Springfield Association of Retarded Citizens. There he directed a multi-media identity campaign which resulted in the new SPARC logo. In 1990, he chaired the communications effort for the United Way of Sangamon County campaign. Bill was a member of the Rochester Lions Club and contributed to many charities over the years. He gave back to his beloved hometown of Brownstown, IL by helping start the Helping Hands Food Pantry and continue the work of the Golden Years Club.
Bill loved his family more than anything. He was a true family man and would drop everything if anyone needed him for any reason. He was a devoted man of god in all things he did, including being a member of the Rochester United Methodist Church where he sang with his wife Barbara in the choir. Bill was an avid golfer much of his life and loved his dachshunds, in which he referred to as his "babies". He was the kindest, most gentle soul with a great sense of humor. Bill was truly one of a kind and will be missed dearly.
Visitation will be held at Wilson Park Funeral Home, 200 E. Main Street in Rochester, on Monday, February 17, 2025 from 10:00AM until the time of funeral service at 11:00AM. Private family graveside services will follow at Rochester Cemetery.
Memorials can be made to the Alzheimer's Association or to the APL.
